Contra Costa Water District Project Labor Agreements

Project Summary

The Contra Costa Water District has entered into a number of Project Labor Agreements for specific projects since 1995. These projects included the Bollman Water Treatment Plant, the Los Vaqueros Dam, the Multi-Purpose Pipeline, the Brentwood Water Treatment Plan, and the Alternative Intake Project. The combined value of these construction projects was more than $325 million.

Highlights

The number of bidders was not affected by the agreements' requirements.
In four out of five projects, the lowest bid value was below the engineer's estimates, with low bids ranging from 78 percent to 88 percent of the engineer's estimate.
