Los Angeles Metropolitan Transportation Authority (Metro) Project Labor Agreement and Construction Careers Policy
Project Summary
In January 2012, Metro approved a Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council as part of its Construction Careers Policy. The purpose of the agreement and the policy is "to encourage construction employment and training opportunities in economically disadvantaged geographic areas." The agreement calls for 40 percent of the work to be completed by targeted economically disadvantaged residents and 10 percent of the work must be completed by disadvantaged workers. The agreement calls for an apprenticeship utilization rate of 20 percent.
